How the Oakland Minimum Wage Is Set Each Year
Oakland sets its local minimum wage by ordinance. The Oakland Minimum Wage Ordinance requires an annual review and adjustment based on the Bay Area Consumer Price Index published by the U.S. Bureau of Labor Statistics. The adjustment takes effect every January 1.
City staff calculate the percentage increase in the Bay Area Consumer Price Index for the applicable 12-month period (typically August to August of the prior year), then apply it to the current rate. The City publishes the new rate in September or October — giving employers roughly 60–90 days to update payroll before the January 1 effective date.
Like other Bay Area cities with CPI-tied ordinances, Oakland's minimum wage will continue rising each year as long as regional prices increase. There is no mechanism to hold the rate flat if CPI is positive. For long-range payroll planning, budgeting an annual increase of 1.5–3% is reasonable based on recent trends.
